      Corrupt files   07/26/2017

The server files for the forum were lost early in the morning 26,July 2017.   I restored the forum but using a fresh install of the forum software but we lost all of the images stored on the server. The way I see it... no big deal as it gives us a fresh start.   Over the next couple days I will restore the images I have saved for the forum. but I do not have everyone personal image. You can easily restore that yourself. Any pictures shared in a post that were stored here are also gone... again a fresh start of no clutter.    I just wanted to let you know what was going on. This will display until 1, Sept 2017.

Quote

Municipal corporations are political subdivisions of the state, created as convenient agencies for exercising such of the governmental powers of the state as may be entrusted to them. For the purpose of executing these powers properly and efficiently, they usually are given the power to acquire, hold, and manage personal and real property. The number, nature, and duration of the powers conferred upon these corporations and the territory over which they shall be exercised rests in the absolute discretion of the state. Neither their charters, nor any law conferring governmental powers, or vesting in them property to be used for governmental purposes, or authorizing them to hold or manage such property, or exempting them from taxation upon it constitutes a contract with the state within the meaning of the federal Constitution. The state, therefore, at its pleasure, may modify or withdraw all such powers, may take without compensation such property, hold it itself, or vest it in other agencies, expand or contract the territorial area, unite the whole or a part of it with another municipality, repeal the charter and destroy the corporation. All this may be done, conditionally or unconditionally, with or without the consent of the citizens, or even against their protest. In all these respects, the state is supreme, and its legislative body, conforming its action to the state constitution, may do as it will, unrestrained by any provision of the Constitution of the United States.

Sorry its off the original topic but...

I always like to deal in facts so here is some corporation enrollment figures.  http://www.doe.in.gov/sites/default/files/accountability/corporation-enrollment-grade-2006-16.xlsx

As you can see, even Linton was going down in enrollement prior to Union Dugger closing, at which point, Linton capitalized greatly.

quick 6 yrs of data for Greene Co

                                                  2016     2015     2014     2013     2012     2011

WRV                                         809        794        811         819       803       835

Shakamak                               838        822         821        824        855        856

Linton                                      1433      1412        1364     1369      1368      1387

Eastern                                   1302       1268        1294      1303      1315      1329

Bloomfield                              872         921           915        984        1035       1081

Total GC                                  5254        5217       5205      5299      5376      5488

This is K-12 data.... I am certain 9-12 data is even more shocking.   234 kids down county wide....yes consolidation should and needs to happen.

Consolidation doesn't make sense for two schools (Linton and Shakamak) who seem to be doing okay financially.  Worthington, L&M and Switz had a true consolidation and that isn't going to happen here anytime soon.  I foresee more of a Dugger situation where the school just closes and the enrollment disperses among 2 or 3 surrounding schools.  ...same goes for Bloomfield.

Why would Bloomfield be in financial trouble? Wouldn't they just be able to consolidate districts with Eastern Greene?

Looks to be fairly consistent drops in enrollment over the last five years:  https://compass.doe.in.gov/dashboard/enrollment.aspx?type=corp&id=2920

Again you fail to take into consideration the general animosity neighboring rural communities tend to have with each other, especially regarding their government schools.  The situation will have to become fairly dire for Bloomfield to look to consolidate with another school district.

Bloomfield accounts for about 90% of the enrollment drop for the entire county over the past 5 years.  They also threw a ton of money into an athletic complex (5 miles south of the school nonetheless) that cannot be used.  A new track (w/ bleachers, out buildings, etc) and maybe some new courts too???  WRV is on a steady decline but isn't nearly as drastic.  I think their problem is that they are trying to support 3 buildings.  Maybe they would try closing one of them before closing their doors.

I agree with the animosity comment. it exists on both the inward and outward thought process concerning Bloomfield.  it may be many years down the road before anything happens, but I would expect both schools to just close up shop and avoid formal consolidation.  An "Eastern" already exists and would be logical for many on the east side of Bloomfield... A "Western" maybe one day will exist, but as previously stated, 2 of the 3 schools on the west side seem to be doing just fine.

I genuinely don't care how much animosity there is- I expect adults to act like adults. And the situation is about to become dire, apparently.

Consolidating districts doesn't mean closing schools.

Pride in one's community is a strong emotion.  Good luck.

Better get on the phone to the Indiana National Guard.
