Prior to D1 FBS and FCS, it was D1-A and D1-AA. That is correct. Both schools are still in the Pioneer. As non-scholarship programs, most of the Pioneer is equivalent to good D3 or NAIA. Most of the players are still all-conference/all-county type players, but usually struggle to compete against top FCS teams.
