  1. What is the ultimate goal of those in charge?  If it is the privatization of education, they are well on their way to achieving that.  Daniels, Pence, Holcomb, Dr. Bennett are not the only issues in the political arena.  The local political figures who are elected have done nothing but strip funding from the traditional public schools and open the flood gates to charter schools.  It is an embarrassment from that state lawmakers believe these new schools are such a better idea.  They have much less oversight and are continuing receive more funding.  Because we keep electing the same politicians to office, are we the people who deserve the blame?

Side note:  I use to work in a private school and many of the kids who were eligible to receive funding were great students and the funding was the only way they could go to that school.  To my knowledge, all of them have graduated or on the path to graduation.

  2. I believe this article brings out some interesting points and definitely something to talk about.  However, this practice that people do is in theory under ideal circumstances.  For example, if you are 1 of the 38000 people represented in Nebraska who is against the politics of the person elected, what good does your vote do?  Furthermore the human element in politics is very real.  Politicians (even locally) want to keep their jobs and will sling mud and can be bought.  It is a good theory but some would argue socialism and communism are good theories too.

The week starts on Friday so a player will always be at zero qtrs on Friday, therefore unless a varsity game were to occur before Friday(don't think this is even allowed) a team would never have to forfeit the varsity contest due to too many qtrs. by a player.

If you exceed quarters in the previous week, you are suppose to charge the player quarters.  Does that just mean season quarters or week quarters?  Because if it were week quarters, would those roll over to the next week?

Don't know what the baseball rulebook says but it is very clear in football that it would be the jv game.  Virtually impossible to ever lose the varsity football contest due to a player playing too many quarters.  Seems like you should lose the game that the violation occurred, but that may be a bit punitive if it was only a few pitches.  Brings to mind the George Brett illegal pine tar game.

Quarters Q. 54-2 When a player participates in more than the allowed number of football quarters on successive days or during a week, what action is required?

    A. A violation of the maximum contest rule requires that the School to forfeit the game in which the player exceeded the limit, charge the player with each quarter of participation, and send a written report to the Commissione

So if I am reading this correctly... If a player participates in 3 varsity quarters and 3 sub varsity quarters based on these old rules

    image.png.a6dddc2d507001e1e5781a7ff2cf7b92.png

Then he could only play in 2 varsity quarters the following week possibly causing his team to forfeit?  Because you have to charge him with each quarter of participation.  This is all so damn confusing and hopefully doesn't have to be used but just in case.

  5. I think the issue with the pitch count is all players are assumed to be the exact same.  No two athletes are the same, therefore one athlete could throw 70 pitches and be fine, whereas another might throw 50 and be gassed.

We also have to take into account the different travel teams that these kids are on.  Softball use to have a rule where you could not play travel ball while in season! (This might still be a rule the softball coach at my former school who was a travel coach told me.) Imagine that a sport being proactive and putting the athletes health in front of money for travel sports!

  6. In soccer, the teams can agree to a running clock or the referees will tell you to run it.  Usually, it happens when the score is 8 or more.  Typically, the coach with the lead will play more stall ball, rotate players or change positions.

I watched way to many soccer games when I was an AD!

Ok, so no penalty to Varsity games is what you are saying, so why does IHSAA have a rule at all?  Last I knew, Mighty of Winamac was the only one that watched JV and freshman team records.

It seems like the IHSAA should be consistent across all sports.  Last season in baseball a pitcher pitched more than his allotted pitches in a day (Regional).  His team won, then the IHSAA suspended the pitcher for the next game, which his team lost.  In this circumstance, I do not think the pitcher knew how many pitches he threw, but his coach should have.  The IHSAA chose to suspend the player not the coach, setting the precedence.  Obviously, there was good documentation with the pitch count and this could be harder to do in football especially if players wear different numbers.

All this stuff is so stale....a lot of water has went under the bridge as schools contemplate where they want to be.

I didn't realize a couple of statements from a month ago was stale.  I understand a lot has happened, but I'm sure the Big 8 schools were having these discussions internally when news broke out of Illinois.

Your statement about Washington and Lincoln getting new ADs is probably a huge factor.  Do these schools want to be in separate conferences for football and the rest of their sports?

Question here though (pardon me if this was covered): What happens if the proposal is accepted, but one schools opts out of the Big 8 or wants to leave the New PAC?  Tell City joining the PLAC would make logical sense if they feel they can't compete.

  9. I remember when this came out... Ah the good ole days of the IHSAA saying...

"Additional recommendations in the rule include:

Every school should use a mobile app to count pitches.

 The school of a pitcher who has reached a maximum pitch count should carefully consider an appropriate fielding position for that pitcher after considering the fielding position’s throwing requirements.

 To allow for growth and arm strength, every school should develop a pitching philosophy that includes the instruction of proper throwing mechanics, broadening the number of players who become pitchers on the team, and develop a "work up" plan so that a pitcher is not throwing the maximum allowable pitches from the first day of competition.

Every school should provide an additional day of rest for those pitchers that throw more than 70 pitches.

 Every school’s coaching staff should learn the behaviors of their pitchers and recognize each pitcher’s "fatigue threshold"."

    1. What mobile app was available to count pitches?  My coaches used a clicker!

    2. Really?  If you have an all state 1st baseman are you going to say, "Sorry but Billy reached his maximum pitches and has to play first now."

    3. If your team has injuries or is a small team or is in sectional time, give that kid an extra day?  You may not have a choice.

    4. I don't know what rules have changed if any so i might just be blowing smoke out of my butt! Haha

I coach in Michigan now and I really miss the Indiana JV model.   Here, our JV's play after the Freshman on Thursday night.  The same opponent we are going to play on Friday.  Not only does it lock JV football into being for 10th graders who play zero varsity, but it also takes away the emphasis of skill development and getting kids on the field at the JV level.  Usually both varsity staffs are in attendance trying to see how the other team might align in the Friday game.   Also has really made it tough for smaller schools to field 3 levels.  Even if you can have 25 kids out for football as Sophomores,   you can see where if the Varsity "takes" 4 of them, and a few get hurt through the course of the year, your quickly left with 15-19 kids to try to play a JV football game.  Kids are forced to play out of position.   Meanwhile a percentage of juniors spends a lot of that year not playing much at all accept during mop-up time.   Its just soooooo stupid.

    Great Job on this Indiana!!!1

Are you required to play JV games on Thursdays?  Some schools in here play JV Saturday and some on Monday so I'm just curious.

While I am not much of a fan of the Pitch Count Rule, it's clearly here to stay. Not sure if the IHSAA even has a say in this or if this is being mandated by the National Federation.

The IHSAA does have a say in this.  That is why the ADs and principals have the meetings, to vote on different items.  However to your larger point, you are correct I do not think the IHSAA will go back on this.

For reference, the IHSAA does not have a say on the concussion knowledge class as that is an Indiana state law.  However because the pitch count item is a guideline from the National Federation of High Schools, the IHSAA gets an opportunity to discuss with its members and determine if it wants to adopt the policy and put it in the bylaws.

Where is the actual rule? , I find it hard to belive that normal timign doesn't resume if score gets under 35 although unlikely the comeback could occur.

Many states that have a mercy rule is like this one, but normal timing resumes at 34 point differential or less.  If it goes back over 35 points running clock resumes.

Great rule - can't believe I am saying that the IHSAA did something right.

    http://www.ihsaa.org/Portals/0/ihsaa/documents/news media/2018-19/042919.BoardMeeting.pdf

"In its monthly gathering following the annual Board of Directors meeting this morning in Indianapolis, the IHSAA Executive Committee unanimously approved a new football mercy rule.

The rule, which goes into effect this fall, was a joint effort with the Indiana Football Coaches Association to expedite the conclusion of football contests when a certain point differential is reached. With Monday’s vote, when the point differential reaches 35 points in the second half, the game clock will convert to a running clock with the exception of timeouts, scores, and/or injuries. Once implemented, the clock may not revert back to standard timing regardless of the score and coaches will not have the ability to override the implementation of the mercy rule. The 40 second play clock will remain in effect throughout the contest."

The part that I do not agree with at all is the continuation of the running clock whether or not the point deficit is still 35 points. If you come out at half time down 35-0 however small your chances to come back were your chances now are essentially over, especially if the other team gets the ball first. What incentive are we giving for teams to fight back if there is no chance the clock goes back to normal?

Fair point. I guess I just think about the blowouts I have been a part of, in which the losing team did not stand a chance (and in some cases the head coach refused to have a running clock). However, your point is valid.  What incentive is there?  It is hard to get moody teenagers to play a clean game if they are getting their butts kicked.

Overall I understand why the rule is being put in place but two things bother me . . .

    1. No stopping a running clock if the score is brought back within 35 points. I'll call it right now that this will end many teams chances at having a chance to come back.

    2. Only 35 points at Halftime. In my opinion that's not a big enough point differential. I understand that means a team will have to score 5 times without the other team scoring just to tie but I still think that's too quick.

I hope the IHSAA revisits this in a year or two and makes some adjustments like they have with the Success Factor.

I do not disagree with you, but here are a couple of things to think about:

    1. This is just a starting point.  Every idea will have some tweeks along the way.

    2. 35 point comebacks are rare.  So IMO a running clock depends on the situation. Playoffs v. Regular Season

    3. Baseball, Softball and Soccer all have mercy rules, so this is a logical progression for a team sport.

  15. A few years ago (2016-2017?), I was asked to be on a sectional realignment committee.  (I declined.)  Even then the IHSAA said we want you guys/girls to set these up however you deem fair.  At an Principal/AD Area Meeting, Bobby Cox asked us what was more important travel distance or travel time.  In my area the answer was time. But then what they wanted to do was put me (from southwestern Indiana) on a committee to realign a Northern Sectional.  The logic was ADs in the south know very little about traditional rivalries and historical sectional opponents.  Therefore, we were going to shake things up.  Obviously, that did not happen a few years ago but the idea was planted. You can see a lot of changes in a variety of different sports and very little consistency.

My old school is in a different sectional for boys basketball, boys soccer, girls soccer (boys and girls soccer are not in the same sectionals either), and volleyball. I don't understand the purpose of completely changing every sport.

  16. The pitch count rule does not make sense.  It adversely affect small schools, whose student enrollment is much smaller and probably doesn't have as much depth at the pitching position.

The IHSAA has acknowledged that it cannot control travel baseball or Legion Ball, so instead it is tightening it's grip on it's member schools.  This is not how the game should be played.  Furthermore, the playoff system is a bit of a joke. First, you have sectionals fall over a holiday weekend. This takes family time away and many schools graduate at that time so you might not be able to go to your friend or family member's graduation or graduation party.  Second regionals should not be a double header.  Play Friday and Saturday, forcing coaches to be more strategic with their coaching decisions (or Wednesday/Thursday and Saturday).  If you want to see the best pitchers and best players, you need to adjust your playoff system as you change your rules.

    Just one man's opinion.

  17. While AD at a school, my basketball teams would leave school early during the IHSAA tournament due to travel or "practice."  This was always a huge headache because the teachers hated that the students would leave early.  The coaches would take advantage of the situation i.e. the basketball teams would leave a day early for regional, semi-state and state.  The same teachers want their students to partake in other extracurricular activities.  There is an immense double standard.
