Limited Contact Period and Open Gym

Can football run an open gym session where coaches just supervise kids running their own practice sessions outside of the Limited Contact Period.  Does Basketball count Open Gym as a summer practice/competition day for their program?

I would love to pivot to waiting until Basketball to get restictions to competition days like football coaches assocation was told was going to happen, oh I don't know, maybe its been about 7 years now..... I've lost count
