What is the rule if a defensive player blocks a punt and still hits the punter?

Under National Federation rules, contact against the punter is excused if the defense touches the kick near the kicker, and the contact is unavoidable. Interestingly enough, there is nothing in the rule that requires the player touching the kick and the player contacting the kicker be the same person.
