Play happened - incomplete pass. Ruled illegal substitution. 5 yard penalty but now only 6 seconds left. The gamble that it wouldn’t be caught pre-snap paid off. But under NFHS rules, is that 15 yard illegal participation? How is this enforced under NFHS rules? Quote
