There is discussion this morning about the genius of Oregon in that they sent out a 12th man on defense with 10 seconds left. 

Play happened - incomplete pass. 

Ruled illegal substitution. 5 yard penalty but now only 6 seconds left. 

The gamble that it wouldn’t be caught pre-snap paid off. But under NFHS rules, is that 15 yard illegal participation? 

How is this enforced under NFHS rules?

Illegal participation is a live ball foul. 15 yds. from the previous spot. 9-4-6c.
