Penalties on scoring plays

Question

Has the rule changed over the years regarding penalties on scoring plays?  I seem to remember in the past, you had to decline the penalty to keep the points.  If you accepted, then the points came off the board.

However, recently, I see more situations where the points stay and the penalty is enforced on the kickoff.

Can someone explain how all that works and whether it's the same at all levels?

The rules are different depending on the level of play. Under high school rules, if there is a foul by the opponent on a scoring play, the offense almost always has the option to keep the points and have the penalty enforced either on the try or on the succeeding kickoff.
