Late Hit- Question

Offense has the ball at 4th and 3.   Player A runs the football, gains 1 yard, as he goes out of bounds defensive player hits him late.   Refs throws flag for late hit.   
 

Is it 1st and 10 for player A team or is it a change of possession, 15 yard penalty, and 1st and 10 for the team that was on defense?

This exact play occurred in the closing moments of a playoff game several years ago. The crew got it right … and were regularly downvoted by the losing coach for years afterward as a result.

Because the foul occurred after the down had ended, and they were short of the line to gain after 4th down, the ball goes over. The 15 yd. penalty against the defense is then enforced from the dead ball spot. 1st & 10 after enforcement for Team B.

Saw this in a college game yesterday as well. The NFL rule is different though if the foul is part of continuing action of the live ball play.
