No and no 

 

there are up to 6 eligibles on every play.  The 4 players in the backfield and the 2 widest guys on the LOS (widest on each side). The slot receiver in above is covered to ineligible even though there are only 3 players in backfield.  
 

if he goes downfield and pass is beyond the LOS it is ineligible downfield 

 

if he catches a screen pass it is illegal touching.

That is the specific question asked in the original post.

His rules would be the same as an ineligible lineman.  If the pass is behind the line of scrimmage, he can be downfield blocking.

The only way he can touch the ball is if the ball is thrown backwards. Not a great risk/reward scenario if you ask me.
