Onside Kick

Team A is called for offsides on an onside kick. Team B recovers. Team A is penalized five yards and rekicks and recovers.

 

Could Team B decline the offsides penalty after the first recovery or must Team A rekick?

This is actually encroachment on the kicking team, dead ball foul. The play should have been blown dead immediately, so B doesn't have the option to decline the penalty and keep the ball.

No, ball is dead before the kick in high school in that case.
