I support co-ops. I'm not sure how you would regulate them though.

For example, if Tell City, Perry Central, and Cannelton (no football team) wanted to co-op, what's to stop Crawford County and South Spencer from joining? Maybe that's OK. I'm not sure.

Would you classify them just with total combined enrollment?
