Legally, all it means is that prosecutors believe they have insufficient evidence to prove the charges to a jury beyond a reasonable doubt.

I don’t consider myself an expert on NCAA rules, but I looked this one up. Rule 3-5-1 says “Any number of legal substitutes for either team may enter the game … during the interval between downs … The defense then has the opportunity to “match up” before the ball can be snapped.
