I can’t tell from that view whether the would-be tackler left his feet. If he did, it’s not a foul.

Ageeed.   How about you just step aside from the 'tackle'?

And honestly    I could care less about the intonations of the broadcasting crew...

Based on the video and the photo I definitely have this as a correct call. I disagree with Bob to let the runner off the hook if the defender's feet happen to be off the ground the moment he hurdles. You can hurdle someone lying on the ground but that's not what's happening here. This is a safety foul and very dangerous for the runner. The fact it wasn't called previously means nothing. Either those crews missed it or the defender was actually contacting the ground with an elbow/knee/hand when the hurdle took place. These announcers obviously don't know or understand the rule.

That is not something that is enforced by the game officials.

Here is Rule Q from the IHSAA Guidelines: (Fall Bulletin)

Q. Restrictions Please inform your students and fans that during the game: 1. Banners and posters are not allowed. 2. Battery powered or electronic noise makers, fireworks, recorded music (permissible during- quarter breaks, halftime, and post-game) , sirens or whistles are not allowed. 3. Throwing of articles, including toilet tissue and baby powder, is not allowed. 4. No live animal mascots are permitted at any time. 5. The facility should be as neutral as possible without any enhancements that emphasize a home team.

So if an air horn was considered under rule  Q, would the host school AD enforce the rule ?

Technically, tournament regulations are enforced by the on-site game tournament manager — which is usually the host AD.

You can’t judge definitively from a still photo, but this photo does not show a hurdling foul.

“Hurdling is an attempt by a player to jump (hurdle) with one or both feet or knees foremost over an opponent who is contacting the ground with no part of his body except one or both feet.

Not insinuating it was a foul....
