That’s always a dicey situation. It’s not the number of shifts, but rather the manner in which it is done. The rule says it’s a false start to perform any act clearly designed to cause the defense to encroach. I didn’t feel like the Brownsburg shift was abrupt enough to actually look like the start of a play. But in candor, if Westfield had jumped in reaction to the shift, I would have gotten the crew together and had a conversation about it.

They converted faking a punt earlier doing same thing. 
I’m still not sure why Westfield was looking to throw deep on 3rd and 5. Intermediate routes have been there

Brownsburg completes their run through the gauntlet!  Hats off to 'em!  I live 6 miles from Brownsburg.  I might hear their celebration from here!

Illegal participation occurred in 2 different games today, it seems both times it wasn't called until the offense had lined up ready to go.  Please explain.
