This is pulled directly from the Board of Directors minutes, regarding the rule.

19-3.2 First Time Transfer Between Member Schools
a. Students who transfer between Member Schools for the first time during the first six (6) semesters after their initial high school enrollment will have full eligibility, provided: (1.)The transfer occurs on or before the Start of Practice Date of the sports season in which the transfer occurs; and (2.)The transfer is not the result of undue influence (rules 20-1 and 20-2, past link).
b. Students who transfer during the first six (6) semesters, having had the opportunity to participate in three (3) seasons of eligibility of a sport, will be subject to a Thirty (30) day non-competition period or half (1/2) the Maximum Number of Contests, whichever is less, in each sport in which they participated during or after their third year of eligibility, during the Three-hundred Sixty-five (365) days preceding the transfer.

Sounds like the 6 semester language is dumb when they are essentially saying once you start a sport your junior year you have to sit out 50% of those contests at the new school.

It sounds to me like kids who are going to be seniors can transfer, but if they have played three years of the same sports someplace else they’re going to be penalized 50%

The one to BD had a whole graphics package and went IG live on the BD sideline during the Brownsburg Sectional game calling it his "visit" 🤣

Maybe I'm wrong... but, IF an incoming SR transfers BEFORE June 1st, it's still the old rule, right? As in, if the AD from their previous school signs off... they can gain full eligibility, yes? 

If they transfer AFTER June 1st, they have to SIT OUT 30 days from the first athletic contest? I'm sorry, but that's a JOKE, while at the same time allowing the other classes free ability to move around.

What?!?! Is this real? If so, that is ridiculous. Should not be called a visit. If that’s the case, that’s 100% illegal based off of what the IHSAA commissioner has sent out about recruiting.

I have no idea what this says. This is probably the poorest worded narrative of an explanation I've ever seen. 

No, I get my info from two ADs. 

Does the rule go into effect on June 1st or not? I don't believe what you're posting is the category of student I'm talking about.

It's been the date of the new rules the entire time. If an incoming SR doesn't want to sit out 5 weeks, they need to get approved to transfer before that date!

Sounds to me like that senior might not want to ditch his program right before the season starts. I'm okay with that.

It doesn't sound like that at all. This SR class should be able to transfer JUST like every other class, then start the stupid "30 days" crap next year.

My understanding is that any incoming Senior football player is not eligible for a free transfer based on this part of the rule:

b. Students who transfer during the first six (6) semesters, having had the opportunity to participate in three (3) seasons of eligibility of a sport, will be subject to a Thirty (30) day non-competition period or half (1/2) the Maximum Number of Contests, whichever is less, in each sport in which they participated during or after their third year of eligibility, during the Three-hundred Sixty-five (365) days preceding the transfer.

Once you start your junior season, you are locked in.  You can transfer once for free at any point up to the start of your Junior season.  If you are a multi-sport athlete and you transfer mid-year during your Junior year you would be subject to a non-competition period for any sports that you had already had an "opportunity to participate in".

Lets focus on the bolded/ underlined section here. Having had the opportunity to participate does NOT mean you HAD the opportunity to participate in varsity athletics just because you existed as 14-17 year old. If you're in high school 3 years and only make a varsity roster for 2 years (for this exercise we'll assume this is a 3-sport athlete that has been on Varsity 2 full years in all 3 sports), that means you only HAD THE OPPORUNITY TO PARTICIPATE  in 2 out of 3 of those possible years at the VARSITY level, which is what matters for transfers. So if this hypothetical kid played varsity as a sophomore and junior, but did not as a freshman, they're considered Having had the opportunity to participate even though they did not, in fact, get a varsity opportunity to participate as a freshman? Their opportunity in year 1 was "well you're in our (member) school and have a pulse so you had a chance!" Idk, it's weird to me but to be honest this whole situation is weird so lets just buckle up.. Lol

I absolutely believe that the intent and wording is meant as "you're in our school and you have a pulse"

Not making Varsity doesn't mean you didn't have the opportunity to do so.  The opportunity was there, but the ability wasn't.
