As long as the UNS foul occurred before the ball was marked ready for the next play, the line to gain is not established until all enforcements are completed (on downs 1-3). Quote

In my view, speaking as one who worked the referee position for over 30 years, it was grossly negligent that one of the other crew members didn’t retrieve that flag for him while he was signaling and enforcing the penalty. I’m not kidding here. If that had been my crew, someone would have been reamed. 2 Quote
